 Given the increase in environmental pollution, the Government has begun to aggressively protect the environment and strengthen environmental pollution prevention policies in order to prevent the nation's quality of life from being damaged. In order to promote environmental awareness, the Executive Yua n approved the “Strengthening Environmental Protection in Taiwan Area Project” during their 1627 th meeting on April 19 th , 1979. To cope with the public's heightened awareness of the need for environmental protection, the Taiwanese Provincial Government also ratified 12 counties and cities to establish the Bureau of Environmental Protection in 1988. The Taichung Country Environmental Protection Bureau of Taichung County became one of the first environmental protection institutions to be established on October 4 th , 1988. In addition to administrative staff, most staff were transferred from the Bureau of Public Health's Environmental Pollution Prevention Team. Three director-generals have served in the Bureau, Mr. Lin Ker-mo, Mr. Liu Ban-yu and the present director-general, Chiang Wan-fu.

 The public's increasing environmental awareness and higher environmental quality standards highlight the toughness of environmental protection. Guided by the vision of giving the public a clean and non-polluted living environment, the Bureau developed solutions to the following issues in order to promote active environmental protection and break existing bottlenecks.

Expand the Bureau's organizational structure to cope with the workload. In addition to an internal personnel of 94 staff members, inspectors, manoeuvrable cleansing teams, and affilia ted organizations, such as the recycling facilities factories in Houli and Wurih have been added. A total 110 people are devoted to protecting the environment and providing the people of Taichung County with the best possible quality of life.

Facilitate the establishment and operation of the Houli and Wurih Incinerators in order to solve Taichung's garbage problem.

Conduct waste reduction, recycling and garbage classification programs to achieve the objective of zero garbage.

Establish environmental monitoring mechanisms. Establish 10 air-quality monitoring stations in the county, and groundwater monitoring stations around incinerators, and controlled factories to maintain environmental quality.


 To strengthen the education and training of environmental protection volunteers, utilizing the public's power to protect the environment.
