  Stationary Source Air Pollution Inspection and Control Project 2006/6/22
      ABSTRACT

This project was empowered by a contract issued by the Taichung County Bureau of Environmental Protection, , which started on 11th, March, 2005, and ended on 10th, March, 2006. All work items on the contract were finished.

The emissions inventory database of 288 stationary pollution sources was updated; the emissions inventory database of 50 stationary pollution sources was added. Maintenance and management of the database was also performed by the project.

The permitting system received 444 documents from stationary pollution sources applying for permits. 308 permits were issued and 70 permits were renewed during this period. An audit of 420 permits showed323 of them functioned well, but 97 of them did not.

The contract also required comparing the database and the official documents of the stationary pollution sources, which were asked to apply for operating permits according to the regulations, in three batches. 349 permits were compared and revised when necessary.

642 stationary pollution sources were required to pay air pollution charges in Taichung County. Around 25 million dollars was collected on a seasonal basis in Taichung County. This project formally informed 240 stationary pollution sources to pay their overdue charges.

This project inspected 80 stationary pollution sources during their regular analysis, and examined the testing results. This project also performed the regulation emission standards check of 30 plumes and 10 mills of ambient air quality.

General air pollution control regulation inspection of 250 stationary pollution sources was performed during the project.

5 meetings were held for the purpose of regulatory announcements.

This project complied with the quality assurance and audit plan, and performed the best among all projects audited by the Taichung County Bureau of Environmental Protection. It also showed a good record of project quality from the audit committee of the EPA.

New innovations were implemented by this project team , for example, delineation of areas for emphasizing the control of open fires, air pollution control of temples, the new emission reduction review technology of stationary pollution sources. In addition a very special and unique new regulation of gas stations was promulgated for the control of the loose VOCs in the recovery system, which was a first in Taiwan, and unique to Taichung County.
