  Taichung County Public-Private Partnership Street Sweeping and Cleaning Project. 2006/6/23
      ABSTRACT

Taichung County Public-Private Partnership Sweeping and Cleaning Project of 2005 was carried out between March 16 and March 25, 2006, and the following works were completed according to the pre-set schedule: street sweeping and checking operations,checking and coordination results of the township administration offices, outcome evaluation, questionnaire and street-adoption-by- business program. Hereunder are the actual implementation results:

1.Sweeping, Cleaning and Checking:

(1) After obtaining the approval of the Environmental Protection Bureau for the sweeping and cleaning routes, street sweeping and cleaning started on April 1, 2005. As of March 25, 2006, three route amendments and an addition of one new route were made during the project period. 15,672.0km of streets were cleaned with 25,935.8 tons of water consumed.Water consumption per unit was 1.65 tons per kilometer. Project duration was 52 weeks, with an average of 301.4km of streets cleaned per week. The project completed sweeping of 15,415.8 kilometers of streets, that is 296.5km swept per week. Dumped garbage reached 195,000 kg;while the dust collected averaged 12.6 kg per kilometer. The project achievement rate reached 100%.

(2)Sweeping and Cleaning Site Checking: Since the project was put into practice in April 2005 up until March 10, 2006, sweeping checking of 181 streets and lanes was conducted; checking on street sweeping that had been carried out on 181 routes. As shown in the checking results, each cleaning and sweeping met the requirements.

2. Checking and Coordination Results of the Town/Village Administration Offices

(1)To integrate the cleaning & sweeping routes of those town/village offices possessing cleaning & sweeping tools together with the routes of the Environmental Protection Bureau in an effort to achieve the most efficient results, three work coordination meetings for town/village administration offices were held on April 15, July 21, October 28, 2005, respectively. In addition, an out-of-county demonstration tour was organized on January 5 & 6 in 2006. It served the purpose of enhancing the efficiency of street cleaning & sweeping through the exchange and sharing of experience.

(2)This year, we not only checked on the street sweeping & cleaning projects of each township/village administration office, but also provided an internet reporting system to the administration offices for reporting project implementation progress. To date, each town/village office has conducted the street sweeping & cleaning project according to the reported information. Though the heavy workload in the early stages delayed the Internet reporting process of the administrative clerks, our reminder phone calls made before the report deadline have obviously improved the situation.

3.Performance Evaluation: 10 street routes were selected for street dust loading analysis from which we found that before sweeping, the dust loading was 0.05g/m2~0.83 g/m2, and 0.42g/m2 on average. After sweeping, the dust loading was 0.02g/m2~0.10 g/m2, and 0.06g/m2 on average. We can see an obvious drop after street sweeping and cleaning. As per the EPA's rating on street classification, streets before sweeping and cleaning are rated from A (clean) to C (filthy). After sweeping and cleaning, the streets al rated A (clean).

4.Questionnaire: Township/village administration offices possessing sweeping and cleaning tools were surveyed by questionnaire (1,000 questionnaires are projected to be valid). So far, the questionnaires are all filled out. We also send out another 500 questionnaires to the public-private partnership street routes, thus leading to a total of 1,500 questionnaires. Questionnaire responses show that the public are not satisfied with air quality as a whole but hold a higher level of satisfaction on improvement of street dust. It also reveals that the public generally support and accept the street sweeping and cleaning project. It is therefore suggested that the Environmental Protection Bureau further coordinate and integrate the cleaning & sweeping operations among towns and villages to effectively maximize the efficient use of limited resources and budget.

5.Street-adoption-by-business Program: We continue to compile the information related to the street adoption program this year. There are 21 companies participating in the program this year; however, ten have been included in the regular pollutants monitoring and control project since August 2005, thus only the other 11 companies come under this program. Statistics from April 2005 to February 2006 indicate that the length of streets adopted for cleaning is 2,516.0km, and 1,120.8km for sweeping for a total length of 3,636.8km. To meet the EPA¡¦s pollution reduction formula, a reduction of 50.19 tons (TSP) and 9.46 tons (PM10) is posted. Companies participating in the street adoption program include the following industries: the gravel industry, the reinforced concrete industry, electricity generating industry and earthworks industry.
